CONFERENCE OF THE AIS CHAIR STAFF

On January 26 the Applied Information Science Chair held the research conference of the staff according to the year results. The conference was attended by the Chair staff and invited guests. Current issues of informatization of business processes of an enterprise were touched upon in the course of the conference.
 


Skalecki M. presented his report which covered issues in the analysis of the main indicators of foreign economic activity of the PMR in 2009-2013.The structure of export and import of the Pridnestrovian Moldavian Republic was considered in section of countries and commodity groups.

The author analyzed information applied developments in the field of IT for business and in the state administration. In particular, he studied and analyzed the directions of development of state and municipal services, implementation and use of information technologies into the field of the state administration. Concepts of electronic government development and transition plan for the provision of services in electronic form, as well as functioning effectiveness of electronic government were considered.

Skalecki Maxim introduced the analysis results of the consumer market for 2006-2014 and forecast of its development for 2015-2017. The author described the main macroeconomic indicators, the analysis of income and expenditure of the population, the structure and volume of the consumer market. He implemented the development forecast with the help of the method of exponential smoothing. 

Cherny V. presented the report on “Problems and prospects of development of enterprises and institutions”, in which among the factors contributing to the development of industrial areas of the PMR she covered the presence of a base (105 large companies and 520 small business organizations operating in 11 sub-sectors of national economy) and the existing export potential. Speaking of weaknesses of the most important economy sector, the author focused on the physical and moral depreciation of fixed assets, technical and technological backwardness of enterprises from the global level, resulting in unnecessary resource consumption of the production process. The cons of the Pridnestrovian reality include such factors as shortage of workers and engineering personnel, insufficient involvement in the sphere of industrial production, small business and problems connected with the current external economic situation.
Based on the potential opportunities, existing realities and perspectives, investment attractiveness increase and innovation increase, development of small and medium enterprises in an industrial sector, promotion of foreign economic activity of industrial enterprises and improvement of their energy efficiency should be singled out as priorities of industrial policy. In addition, tax policy efficiency, increasing the level of employment in industry, target programs development of its sub-sectors should be considered.

Gamega E. under the theme “Modern Information Technologies in Economics and Business” carried out a comparative analysis of the Russian market trends of EDMS/ECM systems. Gamega Elena touched upon the issue of further development of the EDMS introduced at enterprises and the transition to ECM-systems. It is noted that the main market trends of ECM-systems in Russia are transition to automation of enterprises outside of an office, implementation of teamwork in organizations based on the principles of Case Management, adoption and use of mobile and cloud-based ECM solutions.

Pavlinova E. in the report “Information Security in the Field of Strategic Management and Decision Making Support System in the Market Environment” covered issues of information support in the field of strategic management under market conditions. Building an effective system of strategic management by an enterprise on the basis of strategic decision making support with the use of corporate knowledge bases, creating object-oriented models of the strategic management system lead to improvement of organization management of business processes, productivity increase and improvement of decision quality.

The researcher presented the analysis results of Start-up projects effectiveness in the field of small business: the main directions of the project, analysis of business plan effectiveness and assessment methods. The author estimated the region innovative development in the field of creating an organization of a cluster type. She offered some solutions covering the sphere: cluster structure, interaction opportunities, information support.

Loskutova E. presented the report on “Key figures of the authorities’ activity”. As part of her research on the formation of the methodology and system of financial analysis indicators the researcher identified the following directions:

1. Marketing researches. Today there are few methods of marketing analysis of the market situation, which has an impact on the direction and development of small and medium business. They are all detached from each other and they are often used together to create a versatile and at the same time more accurate picture of the market. Researches in this area do not show the market niche that could be taken by companies. Furthermore, there are no main estimated figures of commercial products to build a sustainable position and image of this company in the context of consumer preferences. Marketing researches should help a company to solve these issues, which, in their turn, will have an impact on the overall results of activities of this entity.
2. Creation of criteria based estimation work quality system of managers of different levels. Today the art of human capital management is in the level of the compulsory part of the overall picture of the financial state. Human potential, along with the fact that it is one of the required production resources, is a special element of production. This element due to its individual characteristics requires a specific approach to management. This, in turn, requires appropriate estimation of management personnel actions as managerial and motivational job components are the key to successful and effective use of human resource. Fixed assets can be replaced with newer and more productive ones. And this process will not require such investments as a labour component. Raw materials, forming material and technical base, do not need special management. But the formation of personnel potential of an enterprise and its productivity increase require time and funding. That is why there raises the question of creation of a criteria system with which it would be possible to estimate managers’ activity of different levels. Today there is a wide variance in such systems that complicates the analysis and monitoring of the administrative apparatus and efficiency of its performance.

Fedorov V. presented the report on “Techniques of Using Data of MES-Level in ERP and MPC Systems”. Industrial enterprise market does not keep pace with the dynamics of information technology. As experience shows, the percentage of successful implementation of ERP systems in financial, administrative and commercial organizations is much higher than in industry.
Today the problem of industrial enterprises is a clear roll in the implementation of the AECS in automation and informatization of such business processes as Delivery, Sales and Administrative and Financial Management and postponement for the future (or ignoring) of automation problems of the main, production processes and objectives of manufacturing level resource management. While recording of each financial transaction and each document is implemented in the administrative level within the ERP system, at the level of production such detailed control is not ensured. But namely at this level added value appears, the main costs are implemented and main sources of savings are hidden, the production plan and the required quality of product are provided, as well as many other factors that determine efficiency and profitability of an enterprise as a whole function here. Thus, the main link, production block, falls out of the circuit for automated control and management of a company.

For high efficiency of production management it is necessary to ensure the appropriate quality of selected measurement tools and management, quality of production information, adequacy of the management system to the management function and, of course, quality of management decisions.
Implementation of production management systems can compensate the cost of their development and give quite good results from the point of view of profitability and opportunities for further development.

In the report of Tsvincailo P. on “Method of Using the MES and SCADA Data (ATPCS) in ERP and MPC Systems”, he raised a problem of information exchange between technological process management systems and enterprise management systems. The author offered the solution on the basis of open interfaces, SCADA and MES systems, on the example of SIMATIC WinCC, he presented a comparison of various methods of obtaining archive data from WinCC: OLE for DataBases and Open Development Kit.

The modern level of industrial automation development is characterized by the creation of integrated systems covering all stages and production areas. Nowadays there is a task of building a “smart” company, which means the union into one organism of all enterprise systems, beginning from the technological process management level to the level of economic analysis and planning of the development strategy of an enterprise as a whole.
