TEACHING STAFF CONFERENCE

At the Department of Management on January 14, 2022, on the Zoom platform, the final scientific and practical conference of the teaching staff of the Department of Management following the results of 2021 was held. Presentations were made by 8 participants of the conference. 
 



Head of the Department of Management, Associate Professor Trach D.M. delivered a welcoming speech, summed up the scientific work of the department for 2021, and outlined the goals and objectives for the coming period.

Professor Trach M.I. spoke on the topic “Problems of social and economic development of the region under the new historical conditions”. It was noted that the end of the twentieth century was marked by devastating political and economic upheavals in the world. This had tragic consequences for the USSR that led to its collapse. On its former territory, new independent states were formed, as well as some unrecognized states (Pridnestrovie, Nagorny Karabakh). All this led to the destruction of the unified economic machinery that took 73 years to form (1917-1990). Over the years, scientifically based intrastate cooperation has been formed between all areas of the life of society, a transition has been made from a centralized system of state management of the economy to its functioning according to the market laws. Over the past period, a number of large industrial enterprises have ceased to exist, collective farms (kolkhozy) have been liquidated, and a negative demographic situation has taken place. All this requires from state and municipal structures, as well as from the scientific community, the development of main directions and recommendations for improving the social and economic development of the region.

Associate Professor Trach D.M. and Associate Professor Melnichuk L.D. spoke on the topic “Management of the development of the agro-industrial complex: trends and prospects”. An analysis of the social and economic development of the Northern region (the Rybnitsa and Kamenka districts) of Pridnestrovie indicates the presence of a number of reasons that worsen its dynamics. The main reason for this condition is the non-recognition of Pridnestrovie as a subject of international law, which seriously complicates foreign economic activity, negatively affects investment attractiveness, and the demographic situation. At the same time, despite the existing difficulties, the state authorities and local governments are taking appropriate measures to minimize possible risks.

Associate Professor Bradik G.M. spoke on the topic “Pridnestrovian education system: some problems and prospects”. It is noted that the education system of Pridnestrovie is exposed to modern social factors and connected with changes associated with the achievements of social progress. It is subjected to constant development, as the goals and needs of the unrecognized, but effectively functioning state of Pridnestrovie have been changing, new technologies have been introduced. Personnel policy occupies a special place in the management of the education system of Pridnestrovie. The personnel policy is an official target system of measures for working with human resources, developed and implemented in a certain way that combines various forms of activity of the social and economic system, timely provides the economic machinery with labor resources of the required quality and quantity, and motivates human resources for highly productive, efficient work, while creating the necessary conditions for maximum creative self-realization and development.

Senior Lecturer Kozma E.S. in her report “Labor potential of the Northern region of the PMR: problems and prospects” analyzed the state and prospects for the development of labor resources of the Northern region of the PMR (the Rybnitsa and Kamenka districts). The factors that determine the formation and development of the labor potential of the Northern region of the PMR were analyzed. An assessment was made of the absolute and relative indicators of the number of people employed in the PMR economy, the number of unemployed, wages within a particular fiekd for the period of 2000-2020, as well as a number of other indicators. It was concluded that the labor potential of the region has been declining, as well as its qualitative characteristics have been deteriorating.

Senior Lecturer Kravchenko P.A. spoke on the topic “Sectoral structure of the economy of the Northern region of the Republic”. The sectoral structure of the Rybnitsa district and the city of Rybnitsa for 2009-2020 was presented, in which iron and steel industry occupies most of the industrial production. The same conclusion was shown by the analysis of the average number of industrial and production personnel by industry for the same period. In the sectoral structure of the Rybnitsa region and the city of Rybnitsa with agriculture, iron and steel industry is still in the first place, while agriculture is in the third place in terms of production in thousands of rubles. The report also presented the structure of sown areas in the Rybnitsa district and the city of Rybnitsa for the period from 2016 to 2020.

Senior Lecturer Lugovaya N.G. in her report “Demographic policy and the policy of saving people” noted that according to the results of the study, the main problem of the Northern region is the lack of jobs, that, in turn, is a consequence of the lack of a strategy for the social and economic development of Pridnestrovie, taking into account its regional characteristics. The geographical location of the Northern region, good natural and climatic conditions, the rich history of the region, the availability of transport and modern rural infrastructure make it possible to develop eco- and agrotourism. For this purpose, it is necessary to develop a state program for their development, which should include credit, tax, and methodological assistance to entrepreneurs in its implementation. Even in the current situation, it is noted that in the villages of the region, through which the international route runs, the population has decreased by only 16-19% (Rashkov village, Podoyma village, Podoymitsa village), while in other villages it has decreased by 40 percent or more. The task of the State power should be not only the preservation of the village, but also its development. The basis for such development is the creation of a favorable social and economic environment, i.e. the opportunity to work, study, raise children, play sports, have the prospect of growth, etc. The most important condition is the availability of the opportunity to work as a source of income for vital functions in general.

Graduate Associate Oleinik A.O. spoke on the topic “Management of the spatial distribution of the productive forces of the agro-industrial complex”. It is noted that an important direction of solving (mitigating) problems in the agro-industrial complex of the PMR is the organization of leasing business activities. Leasing expands access to high-value machinery, equipment, technologies and is accompanied by trademark service. Agroleasing contributes to a rational combination of interests of manufacturers of core funds, users of core funds, users and lessors.

Leasing results in a synergistic (multiplied) effect, which is determined by a set of factors: 1. Benefits provided to agriculture. 2. Inclusion of the leasing fee in the cost of production. 3. The use of futures transactions for agricultural products that allows organizing agricultural production under the conditions of an acute shortage of funds, and making payments for equipment rental after harvesting. 4. Accelerated depreciation technique. 5. Reducing downtime of equipment and losses in carrying out agricultural work. Thus, for agricultural organizations, leasing solves two problems – the acquisition of equipment and its financing that increases their competitiveness under the market conditions.

The conference participants note that the difficulties of the current period of the domestic economy development, changes in the qualitative structure of human capital, as well as the difficulties associated with coronavirus restrictions require new, in-depth assessments of risks and challenges in the development of the economy and society of the PMR. Based on the results of the work carried out, the conference participants identify the following conceptual provisions:

1.    Modern management realities in the education system require extraordinary management decisions in the field of education management.
2.     The labor and demographic potential of the Northern region of the PMR is in a critical situation and requires thoughtful measures in the field of preserving and increasing human resources of the region, as well as their qualitative transformation.
3.     Agrarian reforms are a necessary factor in the social and economic development of rural areas of the PMR.

The publications of the teaching staff of the department contain the necessary results of the analysis of the economic situation; they must be used in the regulation and operational management of the economic development of the region.
