 Information Science and Information Technologies in Education Training Program 44.03.01 “Teacher Education” specialization “Information Science and Information Technologies in Education” (higher education level, bachelor’’s degree)


I. SCOPE
1.1. The federal state educational standard of higher education is a set of requirements that are mandatory upon implementing basic professional educational programs of higher education, i.e. bachelor’’s programs in the training program 44.03.01 “Teacher Education” (with one specialization).

II. CHARACTERISTIC OF THE TRAINING PROGRAM
The standard term of study is 4 years (full-time education) and 4.8 years (part-time education), the total labor intensity of the main educational program is 240 credit units. One credit unit corresponds to 36 academic hours.

III. CHARACTERISTIC OF THE PROFESSIONAL ACTIVITY OF GRADUATES WHO HAVE COMPLETED THE BACHELOR’S PROGRAM
3.1. The area of professional activity of graduates who have mastered the bachelor’s program includes education, social sphere, culture.
3.2 The objects of professional activity of graduates who have mastered the bachelor’s program are training, education, development, educational systems.
3.3. The types of professional activities for which graduates who have mastered the bachelor’s program are prepared are pedagogical, project, research, cultural and educational.
When developing and implementing a bachelor’s program, an organization focuses on a specific type (types) of professional activity for which a bachelor is preparing, based on the needs of the labor market, research and material and technical resources of the organization.
The bachelor’s program is formed by the organization depending on the types of educational activities and requirements for the results of mastering the educational program:
- focused on research and (or) pedagogical type (types) of professional activity as the main one, i.e. an academic bachelor’s program;
- focused on practice-oriented, applied type (types) of professional activity as the main one, i.e. an applied bachelor’s program.
3.4. A graduate who has mastered the bachelor’s program, in accordance with the type (s) of professional activity, on which the bachelor’s program is focused, must be ready to solve the following professional tasks:
• in the pedagogical activity:
- study of opportunities, needs, achievements of students in the field of education;
- training and education in the field of education in accordance with the requirements of educational standards;
- the use of technologies that correspond to the age characteristics of students and reflect the specifics of subject areas;
- implementation of educational activities, taking into account special educational needs;
- organization of interaction with public and educational organizations, children’s groups and parents, participation in self-government and management of school members to solve the problems of professional activity;
- the formation of an educational environment to ensure the quality of education, including the use of information technologies;
- implementation of professional self-education and personal growth;
- ensuring the protection of life and health of students during the educational process;
• in the project activities:
- designing the content of educational programs and modern pedagogical technologies, taking into account the peculiarities of the educational process, the tasks of upbringing and personal development through the subjects taught;
- modeling of individual routes of training, education and development of students, as well as their own educational route and professional career;
• in the research activities:
- setting and solving research problems in the field of science and education;
- use of scientific research methods in professional activities;
• in the cultural and educational activities:
- study and formation of the needs of children and adults in cultural and educational activities;
- organization of cultural space;
- development and implementation of cultural and educational programs for various social groups.

IV. REQUIREMENTS FOR THE RESULTS OF THE BACHELOR’S PROGRAM
4.1. As a result of mastering the bachelor’s program, a graduate must develop general cultural, general professional and professional competences.
4.2. A graduate who has mastered the bachelor’s program must have the following general cultural competences:
- an ability to use the foundations of philosophical and socio-humanitarian knowledge to form a scientific worldview (general cultural competence 1);
- an ability to analyze the main stages and patterns of historical development for the formation of patriotism and civic position (general cultural competence 2);
- an ability to use natural science and mathematical knowledge for orientation in the modern information space (general cultural competence 3);  
- an ability to communicate in oral and written forms in Russian and foreign languages for solving problems of interpersonal and intercultural interaction (general cultural competence 4);
- an ability to work in a team, tolerantly perceive social, cultural and personal differences (general cultural competence 5);
- an ability for self-organization and self-education (general cultural competence 6);
- an ability to use basic legal knowledge in various fields of activity (general cultural competence 7);  
- willingness to maintain the level of physical training, providing full-fledged activity (general cultural competence ;
- an ability to use first aid techniques, methods of protection in emergency situations (general cultural competence 9).
4.3. A graduate who has mastered the bachelor’s program must have the following general professional competencies:
- readiness to realize the social significance of their future profession, to have motivation to carry out professional activities (general professional competence 1);
- an ability to carry out training, education and development, taking into account social, age, psychophysical and individual characteristics, including the special educational needs of students (general professional competence 2);
- readiness for psychological and pedagogical support of the educational process (general professional competence 3);
- readiness for professional activity in accordance with the normative legal documents of the educational sphere (general professional competence 4);
- possession of the basics of professional ethics and speech culture (general professional competence 5);
- readiness to ensure the protection of life and health of students (general professional competence 6).
4.4. A graduate who has mastered the bachelor’s program must have professional competencies corresponding to the type (types) of professional activity, which the bachelor’s program is focused on:
• pedagogical activity:
- readiness to implement educational programs in subjects in accordance with the requirements of educational standards (professional competence 1);
- an ability to use modern teaching and diagnostic methods and technologies (professional competence 2);
- an ability to solve problems of education and spiritual and moral development of students in educational and extracurricular activities (professional competence 3);
- an ability to use capabilities of the educational environment to achieve personal, meta-subject and subject learning outcomes and to ensure the quality of the educational process by means of the subjects taught (professional competence 4);
- an ability to provide pedagogical support for socialization and professional self-determination of students (professional competence 5);
- readiness to interact with participants in the educational process (professional competence 6);
- an ability to organize cooperation of students, to support their activity, initiative and independence, to develop creative abilities (professional competence 7);
• project activities:
- an ability to design educational programs (professional competence ;
- an ability to design individual educational routes for students (professional competence 9);
- an ability to design the trajectories of their professional growth and personal development (professional competence 10);
• research activities:
- readiness to use systematized theoretical and practical knowledge to formulate and solve research problems in the field of education (professional competence 11);
- an ability to manage the educational and research activities of students (professional competence 12);
• cultural and educational activities:
- an ability to identify and shape the cultural needs of various social groups (professional competence 13);
- an ability to develop and implement cultural and educational programs (professional competence 14).
4.5. When developing the bachelor’s program, all general cultural and general professional competencies, as well as professional competences related to those types of professional activities that the bachelor’s program is focused on, are included in the set of required results of mastering the bachelor’s program.
4.6. When developing the bachelor’s ’program, an organization has the right to supplement the set of competences of graduates, taking into account the focus of the bachelor’s program on specific areas of knowledge and (or) type (s) of activity.
4.7. When developing the bachelor’s ’program, the requirements for learning outcomes in individual disciplines (modules) and internship are established by an organization independently, taking into account the requirements of the corresponding exemplary basic educational programs.

V. REQUIREMENTS FOR THE STRUCTURE OF THE BACHELOR’S PROGRAM
5.1. The structure of the bachelor’s program includes a compulsory part (a basic one) and a part formed by participants in educational relations (an optional one). This makes it possible to implement bachelor’s programs with a different training program (specialization) of education within one training program (hereinafter referred to as the training program (specialization)).
5.2. The bachelor’s program consists of the following blocks:
Block 1 “Disciplines (modules)” which includes disciplines (modules) related to the basic part of the program and disciplines (modules) related to its optional part.
Block 2 “Internship” which refers to the optional part of the program in full.
Block 3 “State Final Examination” which refers to the basic part of the program in full and ends with the assignment of qualifications specified in the list of specialties and training programs for higher education, approved by the Ministry of Education and Science of the Russian Federation.
5.3. Disciplines (modules) related to the basic part of the bachelor’s program are mandatory for students to master, regardless of the training program (specialization) of the bachelor’s program that one is mastering. The set of disciplines (modules) related to the basic part of the bachelor’s program is determined by an organization independently in the amount established by this federal state educational standard of higher education, taking into account the corresponding approximate basic educational program (programs).
5.4. Disciplines (modules) in philosophy, history, foreign language, life safety are implemented within the framework of the basic part of Block 1 “Disciplines (modules)” of the bachelor’s program. The scope, content and procedure for the implementation of these disciplines (modules) are determined by an organization independently.
5.5. Disciplines (modules) in physical culture and sports are implemented within:
- the basic part of Block 1 “Disciplines (modules)” of the bachelor’s program in the amount of at least 72 academic hours (2 credit units) in full-time education;
- elective disciplines (modules) in the amount of at least 328 academic hours. The specified academic hours are compulsory for mastering and are not transferred into credit units.
Disciplines (modules) in physical culture and sports are implemented in the manner prescribed by an organization. For physically handicapped people and people with disabilities, an organization establishes a special procedure for mastering disciplines (modules) in physical culture and sports, taking into account their state of health.
5.6. Disciplines (modules) related to the optional part of the bachelor’s program and internship determine the training program (specialization) of the bachelor’s program. The set of disciplines (modules) related to the optional part of the bachelor’s program and internship, an organization determines independently in the amount established by this federal state educational standard of higher education. After a student chooses the training program (specialization) , a set of relevant disciplines (modules) and internship becomes mandatory for a student to master.
5.7. Block 2 “Internship” includes academic internship and work experience internship, pre-degree practice.
•    The type of academic internship is as follows internship for obtaining primary professional skills.
•    The ways of conducting academic internship are stationary; extra-mural.
•    The types of work experience internship are as follows pedagogical; cultural and educational; summer pedagogical.
•    The way of conducting work experience internship is extra-mural.
•    Pre-degree practice is carried out to complete the final qualifying work and is mandatory.
When developing bachelor’s programs, an organization chooses the types of internship depending on the type (s) of activity on which the bachelor’s program is focused. An organization has the right to provide other types of internship in the bachelor’s program in addition to those established by this federal state educational standard of higher education.
Academic internship and (or) work experience internship can be carried out in structural divisions of an organization. For persons with disabilities, the choice of places for training should take into account the health status and requirements for accessibility.
5.8. Block 3 “State Final Examination” includes the defense of the final qualification paper, including preparation for the defense procedure and the defense procedure, as well as preparation and passing of the state exam (if an organization has included the state exam in the State Final Examination).
5.9. When developing the bachelor’s program, students are provided with the opportunity to master disciplines (modules) of their choice, including special conditions for physically handicapped people and people with disabilities, in the amount of at least 30 percent of the optional part of Block 1 “Disciplines (modules)”.
5.10. The number of hours designated for lecture-type lessons as a whole for Block 1 “Disciplines (modules)” should be no more than 40 percent of the total number of hours of classroom lessons designated for the implementation of this Block.
