SEMINAR

On February 3, 2022, the faculty seminar “Improving the system of personnel training, their employment and financial incentives under the conditions of digitalization of the economy” was held at the Department of Management at 13-30 on the Zoom platform. Associate Professor, Candidate of Social Sciences Melnichuk L.D was responsible for the seminar. 
 


The seminar participants discussed topical issues related to improving the system of personnel training, their employment and financial incentives under the conditions of digitalization of the economy. During the seminar, the following reports were presented to the participants:
1.  A new personnel policy is of importance (Professor Trach M.I.)

2. Effectiveness of the education system : trends and prospects (Associate Professor Trach D.M.)
3. Formation of professional competence of young professionals (Associate Professor Trach D. M.)
4. Social responsibility of business (Associate Professor Melnychuk L.D.)
 
Professor, Candidate of Economic Sciences Trach Michael I. in his report, “A New Personnel Policy is of Importance” noted the special role of the human factor requires the establishment of the state workforce policies.

Professor, Candidate of Economic Sciences Trach Mikhail Isidorovich in his report “A new personnel policy is of Importance” noted that the special role of the human factor requires the development of a state personnel policy that will be aimed at consolidating the interests and responsibilities of the state, the education system and employers in terms of giving positive dynamics to the demographic situation, training and improving their intellectual structure, as well as ensuring economically active human employment. It is necessary to increase the role and responsibility of the regions in the formation of human resources, primarily in the interests of their socio-economic and cultural development, improving the demographic situation. According to the speaker, it is necessary to ensure mutually beneficial cooperation between the education system and employers by taking into account their interests in curricula, in matters of practical training of students, the formation of tax preferences for enterprises cooperating with educational institutions. The main objectives of such cooperation should be:
- assistance in organizing and improving the general education process, identifying promising areas for training specialists and scientific and technical personnel, taking into account the further development of the labor market;
- support in the development of research and innovation activities, the formation and development of scientific schools of the university;
- involvement of leading specialists of enterprises and organizations in joint training of specialists;
- assistance in financing and implementation of promising programs that contribute to improving the quality of training of specialists;
- assistance in the construction of educational, scientific and social facilities of the university, the acquisition of equipment, materials, computing and organizational equipment necessary for the educational process and research;
- assistance in integrating the scientific and technical potential of the university into industry areas that require solving issues of professional development of specialists, expert consulting activities;
- assistance in the employment of university graduates

In the report “Educational System Efficiency: Tendencies and Prospects” Associate Professor, Candidate of Economic Sciences Trach Dmitry M. noted that the fundamentally changed conditions of the economy of human activity functioning place greater demands on the State and on the individual, on his or her willingness to live and work under conditions of uncertainty, to be socially useful. All this requires the development of a public personnel policy that consolidates the interests and responsibilities of the State, the educational system and employers in terms of staff training and staff economic activity. At present, the problem for young professionals to realize their potential after completing their education remains important. In order to meet standard requirements, a student must experience real economic situations. This will be possible, if educational institutions provide targeted training based on contractual relations with the future employers. Only in a single technological chain  “educational structures ↔ employers”  an effective personnel policy can be implemented.
In the report “Formation of Professional Competence of Young Specialists” Associate Professor, Candidate of Economic Sciences Trach Dmitry M. showed that personnel policy should aim to carry out the following tasks:
- to develop a strategy for the social and economic development of the State (for a period of five years), with general secondary education, professional training and special training programs included together with the appropriate resources allocated;
- to create a working system of needs for training of specialists in market relations: professional training institutions (the performer)  employers (the client);
- to make sure that the customers are State and municipal governments, sectoral ministries, individual economic entities;
- to increase the social status of workers of educational establishments, both morally and materially;
- to promote business culture as a basis for the development of philanthropy, sponsorship and other charitable activities in support of education and science;
- to add the following content to the Law “On Business Activities and Enterprises”: “The employer is obliged to participate in the staff training process by providing the HEI with a base for students to have all kinds of practice”.

Assistant Professor, Candidate of Sociological Sciences Melnichuk Lesya D. in the report “Social Responsibility of Business” noted that the results of any system’s activity can be different, therefore the task of developers and decision-makers is to ensure that they meet the needs of both the individual and the society, as well as of the State as a whole. In order to assess the participation of business in the social development of the society, the Government, together with the business community, needs to develop and introduce a public “social report” (annual), in which both economic organizations themselves and the State should be interested. This will require the formulation and adoption of appropriate national legislation. This will enable both the state and the society to build their relationship with business objectively, and for the business itself will become a tool for updating the interested parties on the state of the organization, the way it develops, how its strategic goals to enhance its sustainability and social responsibility are implemented and achieved. In the speaker’s opinion, the social report should reflect the following results of the organization’s activity: sales of products, volume of works, services; profits; taxes paid; average income of employees; staff training and retraining costs; additional jobs creation; corporate pension benefits; employee health-care costs; environmental protection; and other social programs implemented by the organization. On the basis of the results of the business’s involvement in solving social problems of the society, the Government and municipal governments will build their relations with it in the fields of tax, investment, credit and other economic stimulation of their activities.
